Dr. Carter is a native of northeastern Oklahoma where he spent his first 26 years. He received his Bachelor of Science Degree from Oklahoma State University in Stillwater, and he obtained his Doctorate of Dental Surgery from the University of Oklahoma in Oklahoma City.
